The Florida Solar For All Coalition applied for a $250 million grant in the Environmental Protection Agency’s Green House Gas Reduction Fund Solar for All competition.


The Federal Government, through the Environmental Protection Agency (EPA), has committed a historic $27 billion investment to mobilize financing and private capital to combat the climate crisis and ensure American economic competitiveness. The Greenhouse Gas Reduction Fund (GGRF) will deliver lower energy costs and economic revitalization to communities, particularly those that have historically been left behind.  

The $7 billion Solar for All competition is one of three GGRF competitions. Solar for All will advance three overarching GGRF program objectives: to reduce emissions of greenhouse gases and other air pollutants, to deliver benefits of greenhouse gas- and air pollution-reducing projects to American communities, particularly low-income and disadvantaged communities, and to mobilize financing and private capital to stimulate additional deployment of greenhouse gas- and air pollution-reducing projects. Solar for All funds will be used to expand the number of low-income and disadvantaged communities primed for distributed solar investment — enabling millions of low-income households access to affordable, resilient, and clean solar energy. 

The Solar and Energy Loan Fund (SELF), an EPA-eligible nonprofit, is the lead applicant of a Florida-based Solar for All application with coalition partners Solar United Neighbors (SUN) and The Florida Chapter of the Nature Conservancy Fund (TNC). The Coalition, Florida Solar For All (FSFA), is a nonpartisan, nonpolitical coalition comprised of three Florida-based nonprofits that share a common mission of serving Florida’s most vulnerable populations. The organizations that form this coalition have long-standing, unique experience with climate and renewable energy equity. The Coalition’s expertise is widely known; the application received 60 letters of support from a diverse array of stakeholders, including local government, community-based organizations, public universities, financial institutions, and industry affiliates. 

The FSFA Coalition plans to benefit more than 14,500 households over the five-year program period to save low-income households approximately $245,000,000 in electricity bills over the next 25 years. The Coalition’s proposed program will offer a range of subsidies, loans, and leases to Florida residents for rooftop solar. The proposal also features support for resilient solar systems that provide backup electricity through battery storage on low-income multifamily buildings and a solar workforce development apprenticeship program.

The EPA plans to announce selection decisions in March of 2024, with tentative plans to award funds in July 2024.  For more information on FSFA’s application, click here.
