Ann Finnegan

Ann Finnegan is a results-oriented, mission-driven executive with over three decades of experience in economic development, community finance, and small business lending. Expert in business line strategy development, capital aggregation and fundraising, program development, risk management, and strategic partnerships that drive impact at scale. Proven leadership in nonprofit and banking sectors, with a focus on expanding access to capital for underserved communities, including BIPOC, women, and low-income communities. Ann currently heads up Grow America’s Lending Team, which includes two CDFIs: Grow America Fund (GAF) and Community Impact Loan Fund (CILF). She is also CILF President, and has led that impact investment initiative, growing the small business and affordable housing portfolio by $245+ million and increasing Net Assets 12x since 2020. Anne is currently responsible for strategy and executive management for Grow America’s Lending team, deploying $30 to 75+ million in annual small business, commercial, and affordable housing lending, as well as Lending Advisory Services and small business support services. Ann has facilitated and/or delivered hundreds of millions of both public and private sector financing dollars for priority and job-creating projects, through both her commercial lending career and her extensive tenure with Grow America (rebranded in 2023, previously known as the National Development Council (NDC)). In the non-profit world, she was part of the nationwide team responsible for the licensing, start-up, capitalization, CDFI certification, strategy development, management, and operations of Grow America Fund (one of the nation’s few SBA-licensed Small Business Lending Companies), and remained its President for more than a decade.
